2.         Arms and Ammunition

Note: As stated by MHC (M) P.S. Punjabi Bagh as per registe No.16 regarding Arms and Ammuntion for the near 1984 i not traceable. Record of Tear Gas Gernades is not available.

3.                  The duty charts of these dates have already been provided before the commission.

4.                  Following precautionary steps were taken:

(b)               Calling extra force including mounted police (specify time)

I.                     The additional force was requisitioned soon after the receipt of first information of the incident occurred in the area.
II.                   On 01.11.-1984 force of one platoon of CRPF was received at C-64 Raj Nagar at 3 p.m. and they returned soon after the clearance of hauling at Raj Nagar.
III.                  Another force of 2u/ss, 10 Hcs. & 34 cts of (PAC) was also 3-45 p.m. and 5-15 p.m. they were sent to police Post, Paschim Vihar.

5.                  Following incidents were reported on dates shown:

Note:   On  01.011.1984 Case FIR No.511/84 registered u/s 147/184/149/302/307397/427/436 IPC and 25 Arms Act was registered at P.S. Punjabi Bagh. On 02.11.84. No fresh incident of fire was found. The same was connected with previous day incident i.e. 01.11.84.

On 03.11.1984 – The call was relates to incident of dates 01.11.84 which was already reported vide FIR No.511/48.

6.                  Persons arrested as preventive measures:

            Date wise detail of arrested persons and other information related to them is attached at appendix-A.

7.                  FIR Registered on:

FIR No.511/48 dated 01.11.84 u/s 147/148/149/302/307/395/397/427/436 IPC & 215 Arms Act, P.s. Punjabi Bagh, New Delhi was registered. No accused person was named in this FIR.

Note:   Other cases were registered after 4.11.1985 on receipt of complaints/statement of the victims.

8.                  Deaths/Nurder during 1984 Carnage with details as follows:

Detail of murder/dead person is attached at appendix B.

9.                  Folliwng is the detail of Looted/Burnt/Damaged Property in 1984 Carnage.

Relevant detail of above loss of property has been mentioned atAnnexures ‘C’, ‘D’, ‘E’ & ‘F’.

12.             Total number of complaints received in P.S. Made by victims: total 224 Complainants received from the victim were attached with the case files of cases registered in connection violence of 1984.

24.           Fire Brigade’s arrival to extinguish fire : On 01.11.84 at 11-20 AM first call was given to send Fire brigade at Gurudara Ashoka Park but Fire Brigade did not reach on this call and other calls was given by the Police from 01.11.84 to  05.11.84 but the fire Brigade did not report.

27.            Following fire Arms/Amminution were recovered on the dates shown below:

Note: 1 DBBI 12 Bore gun and 6 Live cartridges were recovered from Non Sikhs on 13.11.84 vide FIR No.521 84 which was reported to be looted on 01.11.84 from C-64 from c-64, Raj Nagar.

28.       No Looted Property was recovered from any accused persons on the given dates.

29.       Following Looted property was recovered by police found unclaimed/abandoned.

30.           No police Official was recommended or awarded for meritorious service.

31.           The following police officials were indicated for their role in the 1984 Carnage:

(i)                 Departmental enquiry was initiated against of Insp. Ram Chandar, SHO P.S. Punjabi Bagh at the time of Carnage for handling thesituation as SHO Punjabi Bagh during the enquiry theenquiry 9officer found all allegation false and baseless and the same was filed. The officer is present.

(ii)               HC Hamid Khan No.45/W: n 1984 he was posted in delivering access articles to Shri Jagdish Singh head granthi, Gurudwara Tikana Sahbib. 

32.           No such previous case was re-investigated/re-opened by the riots cell but following cases were registered on the direction Jain Aggarwal committee:
i)                   FIR No.8/93 dated 05.01.93 u/s 147/148/149/427/436/396/295 IPC P.S. Punjabi Bagh.
ii)                 FIR No.228/93 dated 02.04.93 u/s 147/148/149/427/436 IPC P.S. Punjabi Bagh.
iii)               FIR No.599/92 u/s 147/148/149/436/395/295 IPC P.S. Punjabi Bagh.
iv)                FIR No.65/94 dated 21.01.94 u/s 147/148/149/302/436/395/295 IPC P.S. Punjabi Bagh.

33.           The following Senior Officials visited thearea on below given dates:

On 1.11.84 ACP visited Ashoka Park at 10:30AM at 10:50 AM Britania Chowk, at 11.30 P.M. Raj Nagar Anand Vas, at 5.00 P.M. Road No.41 Punjabi Bagh.
On 02.11.84  9.00 A.M. Samrat Enclave, 1.00 P.M sreenagar, 2.50 P.M. Paschim Puri Main Market, 3.50P.M. Samrat cinema, 4.00 p.m. Shakur Basti.
On 03.11.84 at 11.00 P.M. ACP alongwith other senior officials visited the relief camp being run by P.S. Punjabi Bagh.
On 04.11.84 Patrolling in the whole sub-division.

Visit of DCP in the area:
On 31.10.84 Patrolling in the whole District.
On 01.11.84 at 11.20 AM Bhagwan Dass Nagar, 1.00 P.M. Samrat Encalve, 230 p.m. Raj Nagar.
On 12.11.84 at 8.30 A.M. Britania Chowk at 9.00 A.M. Samrat Enclave.
On 03.11.84 at 11.00 P.M. visited the relief camp being run by P.S. Punjabi Bagh.
On 04.11.84 Patrolling in the whole District.

Visit of other higher officials in the area:
On 03.11.84 at 11.00 P.M., (i) L.G. Delhi, (ii) D.G. Delhi, (iii) C.P. Delhi (iv) Additional C.P. also visited the area.

34.           Army arrived in P.S. Punjabi Bagh on 30.11.84 and same day it was deployed in the area.

35.           The relief centre for victim was made in barracks of P.S. Punjabi Bagh and also within campus of police station.

36.           The total population under the jurisdiction P.S. Punjabi Bagh was approximately 3.5 lacs. Out of this, the population of Sikhs was approximately 7800 in Oct./Nov. 1984.
