I, Mahinder Kaur Wd/o Late S. Rattan Singh, aged about 45 yrs., R/o G-621, Shakurpur, J.J. Colony, New Delhi-34, do hereby solemnly affirm and declare on oath as under: -

1.                  That I am residing at the aforesaid address since 1979.

2.                  That on November 1, 1984, apprehending danger to our lives, I, alongwith my husband and children sought refuge in the house of my neighbour Mrs. Kanta residing at G-617, Shakurpur, J.J. Colony, New Delhi-34. I locked my house. From Kanta’s house I could see everything happening at my house.

3.                  That on November 1,1984, at about 10 am, a mob of about 200 person attacked my house. The mob was led by a local Congress (I) worker popularly known as Kaushik resident of Block-E, Shakurpur, J.J. Colony, New Delhi-34. He was on a two wheeler scooter, pointing out the house of Sikhs to the mob and instigating to kill Sikhs and destroy the property belonging to Sikhs. He was also raising Anti-Sikh slogans. At his instigation, other members of the unlawful assembly broke open the door of my house, looted all the household effects and set it afire. Kaushik then asked other people to find out the inmates, where they were hiding and kill all Sikhs. I do not know the names of other members of the unlawful assembly but can recognize if produced before me.

4.                  That on November 2, 1984, in the morning a group of about 100 persons came to the house G-616, Shakurpur, J.J. Colony, New Delhi-34 Where my husband S. Rattan Singh was hiding. These persons were led by the following: -

                                                        i.            Bhagwat, r/o G-Block, Shakurpur, J.J. Colony.

ii.            Ram Sahai, r/o G-961, Shakurpur,

                                                     iv.            Prahlad, r/o G-Block, Shakurpur.

These four persons are well known to me personally because they reside in my area. They forcibly got opened the door of house No. G-616 and dragged my husband S. Rattan Singh out of the house. Then Ram Sahai, aforesaid made the first attack on my husband by hitting him hard with a heavy iron rod. My husband bled profusely. Then Kishore Tiwari hit my husband with a brick. Thereupon other persons also mercilessly beat my husband. After that they put some old rags over his body, poured petrol over it and set it on fire. While still partly burnt my husband tried to get up but he was again hit hard by Ram Sahai. In this way my husband was burnt alive to death. I was extremely helpless against such a strong mob. I saw the whole incident with my own eyes.

5.                  That I lodged complaint with the police but the culprits are still moving scot-free in the locality.
