Affidavit submitted before Misra Commission

                  I, Jagdish Kaur, widow of late Shri Kehar Singh, R/o House No.2723, Guru Nanak Wara, Post Office, Khalsa College, Amritsar, do hereby solemnly affirm and state as under:

i.                    That I was residing till November, 1984 at RZI-129 Shiv Mandir Marg, Raj Nagar Part I, Palam Colony, New Delhi.  My family comprised of my husband, three daughters and two sons.  My husband late Shri Kehar Singh, Ticket No.37, Gunfitter 505 EME Army Base Workshop, Delhi Cantt.

ii.                 That our locality was attacked on 1st November, 1984.  Before the attack we heard the news that at the station military was burning alive Sikhs and then throwing them under the train.  The police never visited our locality and whoever sought the help of police, was shot by Police itself.

iii.               That the attack was perfectly organised.  The mob had the names, addresses and particulars about every Sikh living in our  locality.  Many Congress (I) leaders were leading the mob namely:-

1.      Balwan – a youth Congress (I) member.,

2.      Maha Singh, Sharabi Bashan Wala (Jat)

3.      Santosh Rani (Known by the name of Janta Hawaldarni)

When the attack on Sikhs was going on, I requested the persons listed above to help us.  But they replied very rudely “our meeting is going to take place, we have no time, we will see it after the meeting.  Afterwards the intensity of attack on Sikhs increased.

iv.                That the mob was on foot, but their leaders leading them used cars and motor cycles.  The local persons mixed with the people from outside.

v.                   That the details of attack on us is as under:

When the mob attacked our houses my husband and elder son S. Gurpreet Singh were standing on varandah at the back of our house.  The mob broke open our doors and attacked them with iron rods. My husband was killed then but my son after having two blows on his head tried to escape but was caught by another mob coming from other direction.  They first beat him up with iron rods and then burnt him alive with kerosene oil some distance away.  His all clothes were burnt, blood was coming out of his head.  He asked for water and after taking few drops, breathed his last.  I with the help of some persons took his dead body to our house.

vi.                That on 2nd November, 1984 at about 6 AM I saw my three brothers namely; (1) S. Narinder Pal Singh, aged 35 years, (2) S. Raguvinder Singh, aged 25 years, and (3) S. Kuldip Singh, aged 21 years.  Their company was Mallic & Co. and were contractor of MES, they were hiding on the top of their house in front of our building.  The mob searched their house two times but could not find them.  When the mob went away, they jumped from their hiding place in a hope that people of our locality, our neighbours will protect them, but they instead attacked them and burnt them alive.  I can recognize the following persons who killed my brothers in front of my own eyes:

1.   Girdhari Lal s/o Prabhu

2.      Dharamveer – He works at Palam Airport.

3.      Balidan Singh (Jat) an ex-Army Subedar.

4.      Chand

5.      Dinesh s/o Sunder Lal

6.      Bhagmal Ex. Captain of Navy.

These above persons were at that time residents of Palam Colony Police Station.  They refused to register my report saying:-

                              “Hum kis kis kee maane, Sikh to bahut mar rahen hen, jo

                              kuchh hoga sab ke saath ikatha hoga.”

On the way to and then back from police station, I saw that whoever Sikh was seen, the attackers chased him, and when he was caught he was burnt alive.  Some Sikhs who were caught along with their scooter or motor cycles, they were tied to their vehicles which were then ignited by throwing burning match stick into the petrol tank.

vii.              That the very first target of attackers were Gurdwara. They burnt Gurdwara Raj Nagar, Gurdwara Sadh Nagar and Gurdwara of Baba Sukha Singh.

viii.           That the major hand in organizing these attacks was of Government of India.  Many Congress (I) leaders were leading the mobs.  No Govt. agency, police or Army helped us.  Sikhs were being killed in front of them and they did nothing.  Large number of Sikhs were killed at railway gate and railway line which was only a stone’s throw distance from Palam Colony police station.  Rather at some places, police and army were also involved in mass killing of Sikhs.

ix.                That  kerosene oil was used by the mob which was supplied by a young Congress (I) leader.

x.                  The mob was raising the slogans like:

“In gaddaron ko maro”

                  “In antakvadio to maro”

                  “Hindustan main ek Sikh bhi zinda nahin chhodenge”.

xi.                That after I return from police station, a military van of  MES took us away.  After that I went to the 505 Workshop so that  I may get help for getting my husband and son cremated.  They provided no help.  Then I again went to Police Station at about 8 to 9 PM on 2nd November, 84.  The police again refused to enter my report.  Then about a group of 100 persons came to police station.  From their conversation it became clear that those persons were getting help from police.  They came with a complaint that at some places Sikhs had united to resist the attacks.  So they (mob) sought help of police to teach the Sikhs, who were fighting back, a lesson.  Then I went to the residence of Mr. K. Om Prakash who was an employee of my husband.  I stayed at night there. Then on 3rd November, 84, I again went to my place. When I saw that attackers were looting our place.  They had thrown out the dead bodies of my husband and son.  I, offered my prayers and then cremated my husband and son.  Then I again went to Mr. Om Prakash’s residence where at about 2 O’clock the same day police van took me to Palam Nagar Police Station where thy registered my report.  Then an Air Force van took me to Sadar Gurdwara Camp in Delhi Cantt.  Where I stayed that night.  The next morning the 4th November, 84 I went to major Yadav’s home, collected my children from there and went to Air Force Gurdwara camp.  After staying there for 7 days, then we were shifted to Gurdawara Moti Bagh Camp and after about one month I came to Amritsar.
