True English Translation of the Original

            I, Santokh Singh aged about 65 years s/o S. Jagat Singh, r/o 4, Hari Nagar Ashram, New Delhi-14, do hereby on solemn affirmation state and declare as under: -

1.                  That on 1-11-84, at about 2-30 AM, a Non-Sikhs mob came there raising slogans, “Khoon Ka Badla Khoon Se Lenge, Sikhon Ko Mar Denge.” They were abusing the Sikhs and they started brick batting all the houses of Sikhs in that area. That there were fifty houses of the Sikhs, in that locality and all were attacked. The mob was of about 5000 to 6000 Non-Sikhs. They were having iron rods, lathis and were also throwing empty bottles. R.L. Waleche, Architect, Hari Nagar Ashram, Kalu Ram member MCD, Panna Lal Pradhan Congress (I), Jamna Cyclewala, Ashok Kumar Nikku, Harbans Cloth Merchant, Suresh Kumar Jain, Ved Prakash, Vedi, Sarni Mal were having revolvers with them and they were firing on the Sikhs. These persons are prominent Congress (I) leaders in the area. We have been defending ourselves from our houses.

2.                  These eight persons mentioned above were leading the entire mob and were inciting them to kill the Sikhs in that area, I, Harnam Singh my neighbour, my two sons namely Inder Singh and Pami Singh and many other Sikhs in the area received number of injuries at the hands of these culprits. At about 1.30 PM, DCP of the area alongwith SHO, Ishar Singh and Ved Prakash, Head Constable Mohinder Singh and about 50 Constable reached the spot. Our vehicles such as trucks, cars, four buses and about 20 three wheeler scooters and about 10 two wheeler scooters, were being set on fire by this Non-Sikh mob in the presence of police and we were being brick batted by the mob. the DCP, SHO and two SI’s and Constables named above have been announcing on loud speakers that the mob should kill every Sikh and burn their property and houses. The police Constables under the order of their superiors police officers present on the spot started setting our houses on fire, alongwith the mob.

3.                  At about 2 PM two trains came there from Faridabad one after another which carried thousand of Non-Sikhs from Haryana duly armed with iron rods, lathis. Though there is no Railway Station beside our houses, but the trains were deliberately stopped near our houses and about 10,000 Non-Sikhs were dropped at that place to attack the Sikhs to kill them and to burn their properties after looting them.

4.                  That at about 6.45 PM it was announced by the government that curfew order was imposed. The DCP and other police officers present on the spot however simultaneously announced that this curfew order was not for Non-Sikhs and was only for Sikhs and the mob need not stop their efforts to kill the Sikhs, loot their properties and burn the Sikhs.

5.                  That we have been fighting these criminals including these officers who are hardened criminals in uniform duly armed by Indian law, throughout the night.

6.                  That on 2.11.84, in the morning, we all had not taken any thing for the last about more than an hour. I alongwith S. Talwinder Singh Marwah contacted DCP, Chander Prakash, SHO O.P. Yadav, SI Ved Prakash, SI Ishwar Singh, Hawaldar Mohinder Singh who were standing at the corner of one narrow street. I asked them that they should provide us some milk for our children. Chandra Prakash an SHO and both the SI.s and Head Constables told us in loud voice that one train of Hindus duly slain in Punjab has come at Delhi and now in reply they i.e. the Hindus are to kill the Sikhs and their children and to send their bodies in the same train back to Punjab we immediately took shelter as they raised their guns. They fired   rounds but luckily no one of us was hit. Then we had been defending ourselves bravely up to about 11 AM, when military came and saved us from the clutches of these dogs.

7.                  In this long attack I and others could recognize the following persons who were time and again attacking us and who set our vehicles on fire in addition in the persons named above including Police Officers. (Poput Scooter Driver, Sohan Lal Verma, Rajinder Kumar Verma, Jangu, Naresh Kumar Jain, Kailash Radiowala, Vedi Dhobi, Atari of Dhobi Basti, Naval, Peter of Sunlight Colony No.2, Hari Nagar Ashram and many others Vajinder s/o Sham Datt Sharma, kale s/o Sham Datt Sharma of DESU, Nanak Chand Kohli Pradhan, Nathu Lal Sirkiwala, Mam Chand Sharma SI, Kanwar Lal Jain @ Kanwar, Narsi Bhagat Jain @ Narsi, Ved Prakash Yadav @ Vedi, Kalu Mota s/o Tejaria Saini, Jai Narain Sharma s/o Prithvi Chand Sharma, Anil Kumar Sharma son of Prithi Lal Sharma, Lala Sarni Mal, Lala Rattan Lal, Dhani Ram Kohli, Devi Singh Kohli, Sheesh Ram Pandit son of Radhey Pahelwan, Prakash @ Matru and many others of the locality whom we are able to identify.

8.                  The residents of our area who were affected by this carnage are 1) Manmohan Singh s/o S. Hakam Singh, 10, Hari Nagar Ashram, 2) Inderjit Singh Gandhi, H.No.6, Hari Nagar Ashram, 3) Ranjit Singh son of Darshan Singh, H.No.28, Hari Nagar Ashram, 4) Gurcharan Singh son of Prakash Singh, 29-A, Hari Nagar Ashram, 5) Baljit Singh s/o S. Prem Singh, 33, Hari Nagar Ashram, 6) Chaman Lal s/o Sohan Lal, 44, Hari Nagar Ashram, (he has been victim of the assailants because he raised voice against them and his three wheeler scooter was also burnt by the culprits). 7) Manmohan Singh s/o Harnam Singh, H.No.28, Hari Nagar Ashram, 8) S. Jaspal Singh s/o S. Baldev Singh, 19, Hari Nagar Ashram, 9) S. Gurbinder Singh s/o S. Kirpal Singh Lamba, 57, Hari Nagar Ashram, 10) S. Raghbir Singh s/o S. Pargat Singh, r/o 4, Hari Nagar Ashram. They are all the victims and are witnesses of the above story. Police refused to record report.

9.                  It is prayed that stern action should be taken against the culprits and more stern against the police officials. The property worth more than 3 crores is looted and destroyed in the area.
