Affidavit submitted before Misra Commission

                     I, Jagir Singh S/o Gurbachan Singh, aged 40 yrs., R/o D-209, Mansarovar Garden, Ring Road, New Delhi, do hereby solemnly affirm and state on oath as under: - 

1.                  I am running a factory at C-5, Mansarovar Garden and manufacturing electrical stamping. This business I am running for the last about 5 yrs. My two children, one son and daughter are studying in schools and living with us at D-209, Mansarovar Garden.

2.                  On 1-11-84, we were watching television in the morning, at about 11 A.M. a mob of about 100 to 150 came to our side. My house is situated on the Ring Road. These miscreants had lathis, saryas and some packets of chemicals. Some of them had alighted from a truck belonging to Atlas Cycle Co. located at Sonepat. The name of this company was painted on the side of the truck. After alighting they started burning shops of Sikhs in our neighbourhood. A shop of one Gurcharan Singh Sarna, known as Sarna Tyres, was burnt and thereafter 3 shops of spare parts belonging to Sikhs were burnt.

3.                  Then after that a police van came there. The miscreants ran away as they were scared. But the police men went to them and signalled to them to return and do their work. Then the policemen disappeared. The mob then burnt three other shops and a house. One car and a scooter belonging to the Sikhs were burnt.

4.                  The mob had increased and it consisted of well built men in Kurta-Pyajama and some labourers from local jhuggies. The mob moved further on the main road. They attacked Jagat Singh’s house on the Ring Road. His sons used lathis to protect themselves in self-defence. The mob therefore dispersed. After about half an hour a strong mob of about three thousand men came there and burnt the house of Jagat Singh.

5.                  In the meantime about 15 persons came from Rajouri Garden to save the house and family of Jagat Singh, since they were surrounded by the mob. But for their arrival the house and persons in Jagat Singh’s house would have been fully finished. The mob turned furious and tried to over whelm these persons who came from Rajouri Garden. The mob however went away on this occasion.

6.                  Since my house is situated on the main road, I could see mobs, trucks, buses as both DTC and private etc. passing my house each day. On most occasion I could hear their slogans “Khoon Ka Badla Khoon” and they however appeared to be in a jubilant mood.

7.                  While leaving the mob was shouting that they had now attacked the Sikhs, but afterwards they would come back to attack the Punjabi Hindu and carry away their daughters. Then the Hindus and Sikhs of the locality formed peace committees to defend themselves and started regular patrolling.
