Affidavit submitted before Misra Commission

Affidavit of Balwant Singh S/o S. Bhagwan Singh, aged 52 years, resident of Block-S, No.37, Mangolpuri, Delhi.

            I, the above named deponent do hereby solemnly affirm and state on oath as under: -

1.                  The news of death of Prime Minister Indira Gandhi on 31-10-1984, came as a great shock to us. I am working as a fitter in DDA.

2.                  On 1-11-1984, when I reached the office of DDA for duty at 9:30 AM, people acquainted with me there asked me what for had I come there since there was a great danger to the lives of the Sikhs that day. Gian Chand brought me t my home on his cycle. On the way, I saw the Gurdwara of R-Block on fire. On reaching home I informed the Sikhs about it and about 15 – 20 persons from my street assembled in my double storey house.

3.                  A big mob comprising of about 3 to 4 thousands persons came from the side of No.4, factory area at about 12 noon. They were carrying iron rods, lathies etc. in their hands and they were indulging in stoning on their way. Immediately, on arrival they began stoning us. We kept defending ourselves for about three hours. In this interval a police jeep came twice. They did not do anything to disperse the mob. On the contrary, they kept on inciting the mob. The mob surrounded our house. After jumping wall, I got down the stairs of the adjoining house and hid myself there. Finding their lives in danger, others too hid themselves wherever they could find place. The mob attacked our house and after plundering the household property, they set the house on fire.

4.                  After sometime, they also surrounded the house where I was hiding and began plundering that house too. At that time, the local people had also joined the mob, one of whom was Shankar, residing near the second park of S-Block. There were some other local people, whose names I do not know. They kept on plundering all the day.

5.                  At about 8 PM, I took refuge in the house of a sweeper in R-Block. On 3-11-84, I got out of that place at about 12 noon when the military came. The army brought me to Punjabi Bagh. I incurred a loss of about Rs.1,50,000/- due to plundering of my household property.
