Affidavit submitted before Misra Commission

        AFFIDAVIT OF S. JAGAT SINGH S/O S. KARAM SINGH AGED 50 YEARS R/O 6/6 OLD DOUBLE STOREY LAJPAT NAGAR-IV NEW DELHI-24. 

            I, Jagat Singh, the above named deponent, do hereby solemnly affirm and state as under:

1.                  That I am  a Teacher of Khalsa High School Lajpat Nagar IV and General Secretary of Sri Guru Singh Sabha Gurdwara Amar Colony and Daya Nand Colony.

2.                  On 31st October, 1984 at about mid-night the Incharge Police Force informed that due to assassination of Mrs. Indira Gandhi, there is some panic in the area and Gurdwara should not take out Parbhat Pheries in the morning, I immediately went to the Gurdwara and sent message not to take Parbhat Pheri procession in connection with the Gurpurb of Birthday of Sri Guru Nanakdev Ji.

3.                  On 1st November, 1984 early in the morning we called upon the SHO Lajpat Nagar to maintain law and order in the area carefully for which he did not respond.  We gave one application signed by the President of the Gurdwara Committee for this purpose but the SHO and the duty officer refused to accept the application.

4.                  At about 12 noon I was informed that some persons are throwing stones on Gurdwara Amar Colony and breaking doors and window panes of the Gurdwara.  I reached at Gurdwara with some other members of the Management Committee, we saw that the window panes of the Gurdawra were broken.  The people of the area including Hindus told us that a mob which had stoned the Gurdwara, had gone towards Daya Nand Colony Gurdwara.  On further enquiry we were told by the people that primarily the mob was collected near the house of Mr. D.R. Chhabra, Member Metropolitan Council and Mr. Chhabra gave some instructions to the mob.  From here we went towards Gurdwara Amar Colony which had already been put on fire.  We were just standing in front of Gurdwara and mob was standing on the one side.  In the meantime a further mob of about  300 to 400 people came from  Sapna Cinema side on tempos and trucks.  They immediately attacked on us, and started stonning.  They were shouting anti sikh slogans saying kill the Sikh, Burn them alive, burn their Gurdwaras the Sikhs have killed Mrs. Indira Gandhi”.

5.                  To save ourselves, we ran on the back of Gurdwara and took shelter in the house of S. Chattar Singh B-157 Dayanand Colony.  The mob followed us but could not find us.  The mob started throwing stones and brickbats indiscriminately on all houses.  The Hindus from those houses came out and shouted on the mob and the mob ran back.

6.                  After some hours in the evening we Sikhs and Hindus of the area formed the peace Committee to protect the Mohalla.  The peace Committee deputed youngmen from both the Communities to keep vigil round the clock.

7.                  At about 6 PM a mob of about 300 people came from the Village Zamrudpur side towards Gurdwara Amar Colony.  They were armed with iron rods and lathies etc.  We immediately collected the members of peace committee and faced the mob.  In the meantime a policy party reached at the spot.  The Incharge of Police party addressing the peace Committee members ordered to disperse otherwise we will open fire, but the peace committee members said why don’t you open fire on the miscreants and mob who are coming from outside the Mohalla but he simply again threatened the peace Committee members to disperse and did not take any notice of the mob.  The mob have to go back looking at our strong members of the peace Committee.  After this the members of the peace committee also dispersed and kept full vigil round the clock for the full week after that to protect the lives and property of Hindus & Sikhs of the area.  But inspite of our many requests, any police person or military person did not reach in the area to look at the affairs of the mohalla.
