Affidavit submitted before Misra Commission

                 AFFIDAVIT OF SHRI INDER MOHAN, S/O SHRI C.L. DEWAN, AGED 64 YEARS, R/O F-67, BHAGAT SINGH MARG, NEW DELHI – 110001.

I, Inder Mohan, the above named Deponent, do hereby solemnly affirm and state as under:

1.                  On 1st of November, 1984 at about 12 noon I saw a mob assembled at the crossing of Bangla Sahib and Shaheed Bhagat Singh Marg outside Bangla Sweet House, with sticks, bricks and lathis.  They were all stopping the scooters, buses, cars and even the pedestrians and were pulling out the Sikhs and beating them physically and abusing them in a most filthy language.  Immediately, first I tried to stop them from doing so but the atmosphere was highly surcharged.  I immediately went to my apartment close-by, rang up UNI and the Police Headquarters and the Police arrived within minutes. It was comprised of both Hindu and Sikh officers and they were able to send back the mob, a part of which had been brought from Paharganj area also.

2.                  On 2nd November, 1984 at about 3 PM in the after-noon, a mob led by some youth belonging to Congress-I whose faces I can identify but I am not familiar with the names, started looting one Restaurant run by a Sikh gentleman right opposite Bangla Sweet House in the corner of Bangla Sahib Road and again at the crossing of Shaheed Bhagat Singh Marg.  The broke open the shutter of the Restaurant and damaged the furniture and other equipments and looted most of the items from the Restaurant including bottles of soft-drink and cups of ice-creams.  Then the mob moved towards the Bhagat Singh Market and in the fourth lane of Bhagat Singh market from Connaught Place side, they attempted to break open the shop run by another Sikh gentleman.  They tried to set fire to the shop also but were dissuaded in doing so by the local residents who pointed out to the hooligans that the residential apartment above the shop was occupied by a non-Sikh.  The residents including myself also persuaded the mob from causing any further damage to the shop except breaking down the lock and bringing out a few items of electrical goods.

3.                  In addition to this, because of my own involvement in several re-settlement colonies of Delhi for a very long time for a number of years including Kalyanpuri, Trilokpuri, Sultanpuri, Mangolpuri, Jahangirpuri etc. when I went around those colonies, I saw for myself damaged and burnt houses, severelly injured people and charred household goods.  I was also involved in the camps where I saw for myself several widows and orphans who were made to face this calamity because of riots.  Subsequently, when some of the people went back to their respective places, I was able to see and identify for myself in all the above mentioned colonies bewailing widows, crying orphan children and many injuredmen residing in half-burnt or largely destroyed houses or hutments.

4.                  In addition to all this, I happened to go round with my other colleagues in areas such as Lajpat Nagar, Bhogal and Ashram Bridge.  Therefore, two hair-raising pictures of death and destination caused by inhuman brutalities against members of the Sikh community glaringly were visible.

5.                  Both in the re-settlement colonies as well as in areas of Lajpat Nagar, Bhogal and Ashram, victims named the Congress (I) leaders who were seen inciting and leading the mobs to hit at the Sikh Community in every possible manner.

6.                  In all these places mentioned above, hundreds of victims and others pointed out total indifference of police who had turned/blind eye towards all the gruesome happenings deliberately.
