2.                  As per the record of the Malkhana of PS Badarpur, the following arms/ammunition was available:-

4.                  (a) No BC was arrested.
(b) The SHO with the help of the local police and outer force controlled the violent mob by firing five round in the air at three places and using 18 tear smoke shells at Badar Pur chowk and Badar Pur border.  However, a date wise detail of outer force and deployment is given below:-

5.                  As per record available in the commission's file, 69 incidents of looting and 88 incidents of arson were reported from 31.10.84 to 1.11.84 and total 11 cases were registered vide FIR No.283/84, 291/84, 292/84,293/84 & 295/84. 

6.                  Total 29 persons were arrested in this regard, as per the report of the then SHO/Badar Pur.   Detail of name & address is in the case files. 

7.                  Total 11 FIRs were registered out of which 4 on the complaint of police officers & 7 on the complaints of public.

In case FIR No.287/84, the complainant Lakhbir Singh S/o Karnail Singh r/o H.No.16 Molarband Extn. Jait Pur Road, New Delhi named the accused persons in which his brother Jagbir Singh died.
 

8.                  Total 8 deaths took place in the 1984 carnage.   In case FIR No.287/84, one Sikh namely Jagbir Singh S/o Karnail Singh r/o H.No.16 Molarband Extn., Badar Pur, New Delhi was murdered at 11.00 AM on 1.11.84.   In case FIR Nl.286/84, two Sikhs namely Balwinder Singh s/o Charan Singh r/o 1513/13 Govind Puri, New Delhi and Satwant Singh r/o B-23 Okhla Phase-I, New Delhi died.  Total 3 sikhs persons died. 

9.                  The following record was submitted by the then SHO/ Badar Pur.

10.             No specific record is available in the police station.  However, about 15-20 people sustained injuries out of which 3 sikh persons died due to the grievous injuries. 

11.             No such incident/case as per the police station record. 

12.             No specific record is available of such complaints.   However, there are 151 statements recorded in the following cases regarding the damage and looting incidents:-

13.             No person could be arrested for the offence of murder from 1.11.84 to 5.11.84.  However, 10 accused persons were arrested in case FIR No.287/84 after 23.11.84 namely (1) Dharambir @ Dharmi S/o Malkhan r/o Vill. Molarband, New Delhi. (2) Jai Karan @ Jacco s/o Ronak Ram r/o 81 Molarband, New Delhi (3) Niranjan s/o Dharambir r/o 38, Vill. Molarband, New Delhi (4) Ramesh Chand s/o Daryao Ssingh r/o 24/25 Vill. Molarband, New Delhi. (5) Jaipal S/o Budha Harijan r/o H.No.93 Vill Molarband, New Delhi (6) Sat Parkash @ Satta s/o Siv Charan r/o 164/161 main Market, Badar Pur, New Delhi. (7) Bijender s/o Yudhister r/o Vill.Molarband New Delhi. (8) Bijender s/o Budha r/o 93, Molarband, new Delhi. (9) Jai Parkash s/o Shiv Charan r/o 325 Badar Pur, New Delhi and (10) Ram Singh @ Rame s/o Kundan r/o 45 Badar Pur, New Delhi.  All these accused persons were released from the court of Sh.S.S.Bal ASJ, New Delhi on 30.5.91. 

14.             Under substantive offences (other than murder) 25 persons were arrested as per the report submitted by the then SHO/Badar Pur, New Delhi, where no specific date was mentioned.   However, total accused persons arrested in 6 cases are 35 i.e. in FIR No.287/84- 10 persons, FIR No.288/84- 9 persons, FIR No.289/84- 6 persons, FIR No.290/84-5 persons, FIR No.293/84-1 person, FIR No.295/84-4 persons (3 ladies). 

15.             As per the report submitted by the then SHO Badar Pur, firing was resorted at three places by the police to disperse/control the mob.  Total 5 rounds were fired in air mainly at Badar Pur chowk and Badar Pur border.   No one was injured in the firing. 

16.             No person was injured/killed in the police firing. 

17.             Total 18 tear gas shells were fired to disperse the mob.  No grenade was fired as per record of the PS.  No Lathi charge was done, as per the records. 

18.             No policeman suffered injury, as per the record of the commissions file.

19.             No police vehicle was damaged/burnt as per the record of the commissions file. 

20.             In two cases, the PM of three persons was conducted, the names of the victims are as under:-
1.

Satwant Singh r/o B-23, Okhla-I, New Delhi.
3.                
Balwinder Singh s/o Charan Singh r/o1513/3 Govind Puri, New Delhi. 

21.             In two cases, the dead bodies were handed over to the relatives of the deceased.  In case FIR No.286/84, the dead bodies of deceased.  In case FIR No.286/84, the dead bodies of deceased Satwant Singh and Balwinder Singh were handed over to one Parkash Singh S/o Janak Singh r/o Vill. Titonda PS Mulewar Distt.Patiala, Punjab and in case FIR No.287/84, the dead body of the deceased Jagbir Singh was handed over to his brother Lakhbir Singh s/o Karnail Singh r/o H.No.16 Molarband Extn., New Delhi. 

22.             Cremated by their relatives.  No specific information is available regarding the details of the crematorium.

24.             No specific record is available in the police station as per the report submitted by the then SHO Badar Pur or in the commission's file. 

25.             Three sikhs persons badly injured were taken to the hospital, who succumbed to their injuries. 

26.             Out of eleven cases, 5 cases were sent as untraced and in 6 cases chargesheet was filed.  Detail of the arrested persons is already in the commission's file.

28.             As per the record of the police station total property to the tune of Rupees 36,65,000/- was recovered.  No specific record of recovery from accused persons is available in the PS. 

29.             A per the record of the police station, total property to the tune of Rs.36,65,000/- was recovered by the police.  No specific record regarding the unclaimed/abandoned property is available in the PS.

32.             In case FIR No.284/84, the investigation was reopened in 1993 vide letter No.968/Riot/Cell/PTS/MN/ND dated 7.6.93, FIR copy available in Riot Cell/New Delhi.

33.             DCP/South District visited PS Badar Pur at 1.15 AM on 1.11.84 as per log book of the PS available in commission's file. 

34.             No specific record regarding the arrival of the Army is available in the police station. 

35.             No specific information available in the PS.   However, some people took shelter in Gurudwaras and the police station Badar Pur under the cover of local police.
